PEDI: Let's all stand for the 16 Pledge of Allegiance and a Moment of Silence. 17 (Pledge of Allegiance and Moment of 18 Silence.) 19 MR. PEDI: Thank you very much. 20 Mr. Supervisor, are there any changes 21 to the agenda? 22 SUPERVISOR PIAQUADIO: Mr. Pedi, I want 23 to remove items 9 and 11. 24 MR. PEDI: Okay. We'll remove item 9 25 and 11. TOWN WORKSHOP MEETING - 8/24/20 1 3 2 SUPERVISOR PIAQUADIO: And I want to 3 add a new number 9, which will be permission to 4 obtain quotes for generator service. 5 MR. PEDI: For generator service. 6 Okay. Very good. 7 Are there any other changes, please? 8 MS. GREENE: I have none. 9 MR. RUGGIERO: I have none. 10 MR. PEDI: Okay. Next we go on to item 11 5, approval of audit. 12 SUPERVISOR PIAQUADIO: I'm looking for 13 a motion to approve this audit in the amount of 14 $858,152.60. 15 MS. GREENE: So moved. 16 MR. MANLEY: I'll second. 17 MR. PEDI: Any discussion? 18 (No response.) 19 MR. PEDI: Mrs. Greene? 20 MS. GREENE: Yes. 21 MR. PEDI: Mr. Ruggiero? 22 MR. RUGGIERO: Yes. 23 MR. PEDI: Mr. Manley? 24 MR. MANLEY: Yes. 25 MR. PEDI: Mr. LoBiondo? TOWN WORKSHOP MEETING - 8/24/20 1 4 2 MR. LoBIONDO: Yes. 3 MR. PEDI: And Mr. Piaquadio? 4 SUPERVISOR PIAQUADIO: Yes. 5 MR. PEDI: Next we go on to item 6, 6 which is a resolution for New York State 7 Department of Transportation, Gardnertown 8 Road/Gidney Avenue culvert. 9 SUPERVISOR PIAQUADIO: Okay. We'll talk 10 about this in a second. I just want to remind 11 Paul, if you could mute yourself when you're not 12 talking. We're getting feedback somehow from you. 13 Maybe it's the dog. I don't know. But we're 14 getting feedback. 15 So this resolution is to compliment the 16 job on Gardnertown Road with the DOT culvert 17 project. This resolution goes back with the 18 signed agreement or whatever. So it is necessary. 19 As you know, the Federal Government is financing 20 eighty percent of the work on this job. 21 Does someone want to make that motion 22 to approve this resolution? 23 MR. RUGGIERO: I'll make the motion. 24 MS. GREENE: I'll second it. 25 MR. PEDI: Any discussion? TOWN WORKSHOP MEETING - 8/24/20 1 5 2 (No response.) 3 MR. PEDI: Mrs. Greene? 4 MS. GREENE: Yes. 5 MR. PEDI: Mr. Ruggiero? 6 MR. RUGGIERO: Yes. 7 MR. PEDI: Mr. Manley? 8 MR. MANLEY: Yes. 9 MR. PEDI: Mr. LoBiondo? 10 MR. LoBIONDO: Yes. 11 MR. PEDI: And Mr. Piaquadio? 12 SUPERVISOR PIAQUADIO: Yes. 13 MR. PEDI: Next we go on to item 7 for 14 the Recreation Department. First, item A is 15 approval to hire seasonal laborer. 16 SUPERVISOR PIAQUADIO: All right. So 17 James Presutti, our Commissioner of Parks, is in 18 at this meeting, or at least watching it. He 19 wants to hire Ryan Bayer as a laborer, part time, 20 12.50 an hour -- it's in his budget -- with a 21 start date of September 21, 2020. 22 Does someone want to make that motion? 23 MS. GREENE: So moved. 24 MR. LoBIONDO: I'll second it. 25 MR. PEDI: Was that you, Councilman TOWN WORKSHOP MEETING - 8/24/20 1 6 2 LoBiondo? 3 MR. LoBIONDO: It was. 4 MR. PEDI: Thank you. 5 Any further discussion? 6 (No response.) 7 MR. PEDI: Mrs. Greene? 8 MS. GREENE: Yes. 9 MR. PEDI: Mr. Ruggiero? 10 MR. RUGGIERO: Yes. 11 MR. PEDI: Mr. Manley? 12 MR. MANLEY: Yes. 13 MR. PEDI: Mr. LoBiondo? 14 MR. LoBIONDO: Yes. 15 MR. PEDI: And Mr. Piaquadio? 16 SUPERVISOR PIAQUADIO: Yes. 17 MR. PEDI: Next we go on to item B, 18 which is a stage request from New Windsor 19 Department of Recreation. 20 SUPERVISOR PIAQUADIO: All right. So we 21 have a request from New Windsor to borrow the 22 stage for September 12th. 23 So with that, someone is going to make 24 a motion probably to allow them to use it with 25 the proper insurance in place. TOWN WORKSHOP MEETING - 8/24/20 1 7 2 MR. LoBIONDO: I'll make the motion. 3 MS. GREENE: I'll second it. 4 MR. PEDI: Any further discussion? 5 (No response.) 6 MR. PEDI: Mrs. Greene? 7 MS. GREENE: Yes. 8 MR. PEDI: Mr. Ruggiero? 9 MR. RUGGIERO: Yes. 10 MR. PEDI: Mr. Manley? 11 MR. MANLEY: Yes. 12 MR. PEDI: Mr. LoBiondo? 13 MR. LoBIONDO: Yes. 14 MR. PEDI: And Mr. Piaquadio? 15 SUPERVISOR PIAQUADIO: Yes. 16 MR. PEDI: Next we go on to C, approval 17 to purchase groomer. 18 SUPERVISOR PIAQUADIO: Here again, 19 Commissioner Presutti is asking to purchase a 20 field groomer, which is in his budget, on GSA or 21 State bid. This is actually to groom the infield. 22 Could we unmute Jim so he could tell us 23 a little bit? 24 Being you're out there, Jim, we'll put 25 you to work. But you're still muted somehow. TOWN WORKSHOP MEETING - 8/24/20 1 8 2 MR. PRESUTTI: Can you hear me all 3 right? 4 SUPERVISOR PIAQUADIO: Very good. 5 MR. PRESUTTI: This is a field groomer 6 that will replace our 1980 something field 7 groomer that we've been using forever to groom 8 the fields for softball and baseball. 9 MS. GREENE: How does it work, Jim? 10 MR. PRESUTTI: What it does, it's like 11 a small tractor that scarifies the field and 12 evens out any rough areas and smooths it out so 13 it's easier to play on where the ball doesn't 14 make odd bounces. It just makes it look really 15 good for playing. 16 MS. GREENE: Okay. Thank you. 17 SUPERVISOR PIAQUADIO: All right. If 18 there are no other questions for Jim, does 19 someone want to make a motion to approve this 20 purchase of this groomer? 21 MS. GREENE: So moved. 22 MR. MANLEY: I'll second it. 23 MR. PEDI: Any further discussion? 24 (No response.) 25 MR. PEDI: Mrs. Greene? TOWN WORKSHOP MEETING - 8/24/20 1 9 2 MS. GREENE: Yes. 3 MR. PEDI: Mr. Ruggiero? 4 MR. RUGGIERO: Yes. 5 MR. PEDI: Mr. Manley? 6 MR. MANLEY: Yes. 7 MR. PEDI: Mr. LoBiondo? 8 MR. LoBIONDO: Yes. 9 MR. PEDI: And Mr. Piaquadio? 10 SUPERVISOR PIAQUADIO: Yes. 11 MR. PEDI: Next we go to item 8 for the 12 Police Department, approval to purchase 13 ammunition. 14 SUPERVISOR PIAQUADIO: All right. So 15 Police Chief Campbell is looking to purchase 16 ammunition, and it's in his budget. The 17 ammunition comes to $9,594.10. That's to Eagle 18 Point out of West Deptford, New Jersey. It's on 19 the list as the New York State bidder. It's in 20 his budget under account 3030.499. 21 If someone wants to make that motion. 22 MR. MANLEY: I'll make that motion. 23 MR. LoBIONDO: I'll second the motion. 24 MR. PEDI: Any further discussion? 25 (No response.) TOWN WORKSHOP MEETING - 8/24/20 1 10 2 MR. PEDI: Mrs. Greene? 3 MS. GREENE: Yes. 4 MR. PEDI: Mr. Ruggiero? 5 MR. RUGGIERO: Yes. 6 MR. PEDI: Mr. Manley? 7 MR. MANLEY: Yes. 8 MR. PEDI: Mr. LoBiondo? 9 MR. LoBIONDO: Yes. 10 MR. PEDI: And Mr. Piaquadio? 11 SUPERVISOR PIAQUADIO: Yes. 12 MR. PEDI: Next we go on to a new item 13 9, which is permission to obtain quote for 14 generator services. 15 SUPERVISOR PIAQUADIO: It seems that we 16 went out for quotes in 2018 but for some reason 17 we never approved the quotes obtained from the 18 low bidder. I'm asking to rebid it again. We have 19 a lot of generators now online, some still under 20 warranty and some aren't. I would like to get one 21 vendor who can service them all, if there's one 22 vendor capable of doing that. We may be able to 23 save money. 24 MR. MANLEY: Gil, this is for a 25 maintenance agreement then? TOWN WORKSHOP MEETING - 8/24/20 1 11 2 SUPERVISOR PIAQUADIO: Correct. 3 MR. MANLEY: I'll make that motion. 4 MS. GREENE: I'll second your motion. 5 MR. PEDI: Any further discussion? 6 (No response.) 7 MR. PEDI: Mrs. Greene? 8 MS. GREENE: Yes. 9 MR. PEDI: Mr. Ruggiero? 10 MR. RUGGIERO: Yes. 11 MR. PEDI: Mr. Manley? 12 MR. MANLEY: Yes. 13 MR. PEDI: Mr. LoBiondo? 14 MR. LoBIONDO: Yes. 15 MR. PEDI: And Mr. Piaquadio? 16 SUPERVISOR PIAQUADIO: Yes. 17 MR. PEDI: Next we go on to item 10 for 18 the Justice Court for unclaimed bail. 19 SUPERVISOR PIAQUADIO: All right. After 20 seven years if bail isn't -- 21 MS. GREENE: Six. 22 SUPERVISOR PIAQUADIO: -- claimed it 23 goes over to the Town. 24 After six years, Betty? Yes? 25 Anyway -- TOWN WORKSHOP MEETING - 8/24/20 1 12 2 MS. GREENE: Sorry about that. 3 SUPERVISOR PIAQUADIO: You're right. 4 You're right. I thought that was my mind saying 5 it but it was you. So it's six years unclaimed 6 bail, the money would come to us. I don't have 7 the total on my sheet. It's about 800 and 8 something dollars. Who was it who told us? 9 MS. GREENE: I don't have the sheet, 10 so -- 11 SUPERVISOR PIAQUADIO: Okay. So let's 12 say it's as indicated on the sheet. 13 MR. PEDI: $683. 14 SUPERVISOR PIAQUADIO: 683? 15 MR. PEDI: Yes. 16 SUPERVISOR PIAQUADIO: I would need a 17 motion to accept that $683 bail money. 18 MS. GREENE: So moved. 19 MR. RUGGIERO: So moved. 20 MS. GREENE: Second then. 21 MR. PEDI: Any further discussion? 22 (No response.) 23 MR. PEDI: Mrs. Greene? 24 MS. GREENE: Yes. 25 MR. PEDI: Mr. Ruggiero? TOWN WORKSHOP MEETING - 8/24/20 1 13 2 MR. RUGGIERO: Yes. 3 MR. PEDI: Mr. Manley? 4 MR. MANLEY: Yes. 5 MR. PEDI: Mr. LoBiondo? 6 MR. LoBIONDO: Yes. 7 MR. PEDI: And Mr. Piaquadio? 8 SUPERVISOR PIAQUADIO: Yes. 9 MR. PEDI: Item 11 has been deleted. 10 Next we go on to item 12 for Code 11 Compliance, approval to start process to hire one 12 part-time clerk. 13 SUPERVISOR PIAQUADIO: All right. So 14 Jerry Canfield, our Code Compliance Supervisor, 15 wants to hire one part-timer. One part-timer has 16 left recently. So does someone want to make that 17 motion to fill that part-time spot to start the 18 process? 19 MR. LoBIONDO: I'll make the motion. 20 MR. RUGGIERO: I'll second it. 21 MS. GREENE: I'll second it -- let 22 Paul. 23 MR. PEDI: Councilman Ruggiero seconded 24 it. Any further discussion? 25 (No response.) TOWN WORKSHOP MEETING - 8/24/20 1 14 2 MR. PEDI: Mrs. Greene? 3 MS. GREENE: Yes. 4 MR. PEDI: Mr. Ruggiero? 5 MR. RUGGIERO: Yes. 6 MR. PEDI: Mr. Manley? 7 MR. MANLEY: Yes. 8 MR. PEDI: Mr. LoBiondo? 9 MR. LoBIONDO: Yes. 10 MR. PEDI: And Mr. Piaquadio? 11 SUPERVISOR PIAQUADIO: Yes. 12 MR. PEDI: Next we go on to item 13 for 13 Animal Control, T-94 withdrawal. 14 SUPERVISOR PIAQUADIO: Cheryl 15 Cunningham, our Animal Control Officer, is 16 looking to expend $873.43 to Newburgh Veterinary 17 Hospital for services provided. This is a 18 donation account. 19 Does someone want to make that motion? 20 MR. LoBIONDO: I'll make that motion. 21 MR. MANLEY: I'll second it. 22 MR. PEDI: Any further discussion? 23 (No response.) 24 MR. PEDI: Mrs. Greene? 25 MS. GREENE: Yes. TOWN WORKSHOP MEETING - 8/24/20 1 15 2 MR. PEDI: Mr. Ruggiero? 3 MR. RUGGIERO: Yes. 4 MR. PEDI: Mr. Manley? 5 MR. MANLEY: Yes. 6 MR. PEDI: Mr. LoBiondo? 7 MR. LoBIONDO: Yes. 8 MR. PEDI: And Mr. Piaquadio? 9 SUPERVISOR PIAQUADIO: Yes. 10 MR. PEDI: Item 14 is adjournment. 11 SUPERVISOR PIAQUADIO: Does someone 12 want to make a motion to adjourn? 13 MR. MANLEY: I'll make that motion. 14 MS. GREENE: I'll second your motion. 15 SUPERVISOR PIAQUADIO: I want to thank 16 everybody for being out, and everybody that's 17 watching. We don't have too much of an audience. 18 We have Bill Fetter out there. 19 MR. PEDI: Motion made and seconded to 20 adjourn at 7:12 p.m. 21 Mrs. Greene? 22 MS. GREENE: Yes. 23 MR. PEDI: Mr. Ruggiero? 24 MR. RUGGIERO: Yes. 25 MR. PEDI: Mr. Manley? TOWN WORKSHOP MEETING - 8/24/20 1 16 2 MR. MANLEY: Yes. 3 MR. PEDI: Mr. LoBiondo? 4 MR. LoBIONDO: Yes. 5 MR.
